IED at a glance
Equity Written Into the Classroom:
Samagra Shiksha Manipur's IED Intervention anticipates covering all 21 categories of Children with Special Needs envisaged under the RPwD Act 2016, within the inclusive school setup. The National Education Policy 2020 places equity and inclusion at the centre of education, calling for children with special needs to be met with equitable, quality schooling.
That takes more than a policy line. Children with Special Needs need more time, an adapted curriculum, adapted learning processes, and a wide range of teaching-learning materials — delivered through a system of resources built specifically around them.
To reach every CWSN with quality inclusive education, the following approaches are adopted:
- Capacity building programme of special teachers
- Parental counselling
- Orientation of educational administrators
- Removal of architectural barriers — ramps and handrails for classroom access
- Medical assessment camps with assistive devices, aids and appliances
- Home based education
- Sports and exposure visits that build self-esteem
- Stipends to girls CWSN, ₹200 per child for 10 months
- Celebration of World Disabled Day
- Escort and transport allowances to CWSN

Recreational activities, home visits, and medical camps run alongside the removal of physical barriers in schools — each aimed at keeping a child with special needs in the classroom, and in the community.
Learning Enhancement Programme
Closing the Gap in Learning Outcomes:
The Learning Enhancement Programme (Elementary) under Samagra Shiksha gives every student the opportunity to make meaningful progress in acquiring skills and competencies, through continuous improvement in teaching and learning. It runs across four areas: classroom-based interventions, academic enrichment in classrooms, academic enrichment beyond classrooms, and individualised interventions for children with special needs and identified slow learners — often through peer learning and parental or volunteer involvement.
In short: classroom transactions are shifting towards competency-based learning, to close the gap in what students actually achieve.
Progress during 2023–24 — Samagra Shiksha (Elementary) Manipur ran a capacity building programme for UPTs on activity-based lesson plans for Science and Mathematics, held across six phases in December 2023 at the Conference Hall, State Project Office. A further two-day workshop followed in January 2024, developing the activity-based lesson plan format for Social Science and English.
